If you arrive there 3 hours or more late, compensation is due — even if the first flight was only a little late. Flights bought on separate bookings are treated as separate journeys.

Volotea is registered in Spain, so it counts as an EU carrier and its flights are covered in both directions.

Volotea specialises in thin routes between mid-sized European cities, almost all under 1,500 km, so the €250 band covers most claims.
Thin routes mean low frequency. When a flight is cancelled the next one may be days away, and the re-routing offered is often via another city — which is where the Article 7(2) halving rule becomes relevant.
Spanish-registered, so the five-year limitation window applies and AESA is the enforcement body that will look at the merits of a rejection.
Because they operate from many small bases, weather and airport-closure rejections are more plausible than at a major hub but still need evidence.
